OFFICE OF AUDIT RESOLUTION & COST POLICY (OARCP)

OARCP provides leadership in the development and interpretation of cost policy and audit resolution policy for grantees and non-profit contractors of the Department and other Federal agencies. The office helps ensure the timely submission, follow-up and resolution of audit findings.

LOGISTICS POLICY STAFF(LPS)

LPS provides the Department with leadership in logistics by developing and publicizing logistics policies, performance measures, electronic training, performance support assessment tools, guidance and best practices to carry out an effective and efficient logistics management program.

OFFICE OF ACQUISITION MANAGEMENT (OAM)

OAM provides leadership in the development of procurement policy; facilitates acquisition performance measurement and improvement using a Balanced Scorecard methodology; fosters procurement innovation and reform; manages the acquisition training and certification program; defends bid protests; and maintains the HHS contract information system. OAM serves as liaison to Congress, GAO, OMB and other Federal agencies.

OFFICE OF GRANTS MANAGEMENT (OGM)

OGM serves as the lead Federal agency for grants, and provides policy and policy information in this area, including consultation and training and preventive oversight through the promotion of Balanced Scorecard methodology in the business aspects of grants programs. OGM also encourages automation of grants processes throughout the Department and manages HHS-wide grants information systems.

OFFICE OF DISADVANTAGED & SMALL BUSINESS UTILIZATION (OSDBU)

The OSDBU provides leadership,counseling and programs designed to foster the expanded participation of small, small disadvantaged and women owned businesses in the Department's acquisition process.

This ASMB office provides performance management for HHS business practices. Leadership is provided through policies, training activities, preventive oversight and management of HHS grants, contracts, and logistics -- including audit resolution/cost policy and small business programs.
