The XD Program

The Executive Development (XD) Program supports IRS strategic goals through these primary objectives:

  1. Exploring business operations and processes which achieve strategic objectives and continuous improvement within the framework of the new business units.
  2. Examining the best practices of other federal and state agencies, as well as the private sector in such areas as balanced measures, customer service and strategic management.
  3. Strengthening participants' understanding and ability to provide executive leadership in a multifunctional and matrix environment.

Leadership competencies serve as the cornerstone for the XD Program. These leadership competencies identify key capabilities that the IRS has determined as vital for its executives to successfully lead now and in the future. All training experiences and activities are designed to develop and enhance competencies in these areas:

To accomplish program objectives, these training methodologies will be incorporated in the curriculum:

  1. Self-Directed Learning
    Candidates will be matched with an executive coach before the formal Program begins. They will jointly assess the candidate's individual developmental needs and prepare a leadership development plan to strengthen the candidate's leadership and technical capabilities. The individual development activities will begin prior to the start of the XD Program and will continue after completion of formal program activities. The coaching relationship will continue throughout the Program with the coach providing guidance and insight to complement the formal curriculum.

  2. Partnerships With Universities And Private Sector Corporations
    The candidates will be exposed to a variety of external perspectives to balance our internal perspective. In this segment, candidates will explore key leadership outcomes, which are:

  3. Classroom Learning

    Mission, Goals, Guiding Principles
    Understand from an executive perspective the modernization of IRS and the benefits of corporate citizenship. Understand how to tie organizational mission, vision and values to actionable strategies and how a changing mission affects the organization.

    Organization Overview
    Understand the current state of IRS and how customer input drives work improvement.


    Business Practices and Strategies—
    Study the tax administration process from the taxpayer's viewpoint. Understand the business processes, leadership impact on achieving cross-business unit goals, and how to become a corporate citizen.


    The four business units (Wage and Investment Income; Small Business & Self-Employed; Large & Mid-Size Business; and Tax Exempt) will be explored to understand the functional strategies and linkage with the entire modernization effort. The Business Practices and Strategies segment will conclude with "Building Organizational Capability" to understand how the IRS is poised to support and enable business operations now and in the future.

    Performance Measures
    Understand how to define measures of success that are aligned with business strategies; learn how other organizations implement a balanced measurement system.

This document is a description of the Executive Development (XD) Training Program. The XD Program, which is the first stage of the Candidate Development Program (CDP), is a four to six month formal training program. The second part of the CDP, which immediately follows the XD Program, is a developmental assignment in an executive position. During this assignment, candidates will have the opportunity to apply knowledge acquired in the XD Program under the tutelage of an experienced executive.

A short videotape is also available which gives additional information about joining the IRS executive cadre.
